The scorecard serves to highlight the voting patterns of state lawmakers during the recent legislative session. Americans for Prosperity–South Carolina achieved success in multiple high-profile initiatives. Notably, they secured the passage of S.164, the State Health Facility Licensure Act, which repealed the state’s Certificate of Need requirement.

Another key victory was seen in H.3843, which established an open enrollment program for South Carolina students. This initiative allows public school students to attend a participating school, even if they do not reside within that specific district.

Furthermore, lawmakers approved H.3605, which prohibits state officials from denying an occupational license to an individual solely based on a criminal conviction unless the conviction directly relates to the duties, responsibilities, or fitness of the occupation or profession for which the applicant is seeking a license.

Candace Carroll, the State Director of AFP-SC, expressed her satisfaction with the 2023 South Carolina legislative session, describing it as a significant win for South Carolinians. She emphasized the successful efforts in repealing Certificate of Need regulations and stopping the state from denying occupational licenses based solely on prior criminal convictions.
